Government in emissions targets row

The Government has been accused of trying to evade its greenhouse gas commitments amid claims that it is attempting to change the rules on renewable energy targets.

Ministers want British renewable energy developments overseas to count towards its quota in reducing harmful carbon emissions, the Guardian newspaper reported.

They also want to include carbon emissions which have been saved by the use of so-called "clean coal", it said.

The ideas were apparently presented to an EU gathering by Business Minister Baroness Vadera earlier this month.

The suggestion follows questions about how the UK will increase the proportion of its power that comes from renewable energy fivefold within 12 years. The current level is 3%.

Dale Vince, chief executive of Ecotricity, Britain's biggest windfarm company, told the Guardian: "The idea that we can build wind farms or other renewable energy projects [abroad] and then off set them against the UK target is outrageous."

A spokesman for environment group WWF said: "Yet again Britain is found trying to evade its environmental responsibilities."
