Officers said they would be making a report to the Crown Prosecution Service following an investigation into the alleged shootings on the Queen's Sandringham Estate near King's Lynn, Norfolk, on Wednesday, October 24.
Royal officials say Prince Harry and a friend were in the area at the time of the alleged shooting. A royal spokesman said the Prince and his friend had spoken to police but had no knowledge of the incident.
A spokesman for Norfolk police would today not say whether Prince Harry was one of the three people being "interviewed".
Nor would police say whether they had any plans to speak to the Prince again.
"The investigation is ongoing," said the spokesman.
"We are interviewing three people and will be making a report to the CPS for a decision."
Police say a member of the public reported seeing two hen harriers shot dead on the estate late on Wednesday.
The witness was a nature warden and the Royal Society for the Protection of Birds - whose patron is the Queen - is assisting the investigation.
A police spokesman said no one had been arrested or interviewed under caution.
