Health chiefs under fire from staff

Fewer than one in 12 Department of Health (DoH) staff feels the department is well-managed, according to the results of an internal survey.

And the annual DoH staff survey for 2007 found only small minorities had confidence in their senior managers, felt inspired by the department's leadership or believed change was handled well where they work.

And the survey indicated increasing levels of concern about harassment and bullying at work in the department.

Conservatives said the figures showed new Health Secretary Alan Johnson had failed to lift staff morale since taking over at the Department in June.

Some 1,414 DoH staff took part in the survey. Asked if they felt the department was well-managed, a large majority (67%) said it was not, against just 8% who said it was.

Just 7% said the senior leadership team inspired staff "in a united sense of purpose", against 71% who said they did not. Only 12% said they had confidence in senior managers, compared to 63% who did not.

A tiny minority of 3% said change was well-managed in the department, with an overwhelming 81% saying it was not.

Meanwhile, just 19% said poor performance was dealt with effectively and 16% said knowledge was managed effectively in the department.

Numbers saying they had not personally experienced harassment at work fell from 83% in 2006 to 81% this year, with 12% saying they had been harassed.

A DoH spokesman said: "This survey is an internal survey of the views of the Department's employees, not a survey of those that work in the NHS. Whilst we recognise there are improvements to be made, we have many positive points on which to build - not least the high level of commitment of our staff at all levels of the Department."
