Justice system 'favours criminals'

Most people in England and Wales think the justice system is stacked in favour of the rights of criminals, the author of a major review on crime and communities said.

Louise Casey, the former head of Tony Blair's Respect task force, said the public voice needed to be heard to restore faith in the criminal justice system.

She told GMTV: "My view is this - crime is down, fantastic, lots more cops, fantastic, people are saying they are beginning to see them, great, and actually we do lock up people for longer and we are tougher about it. But the public don't believe it - 79% of the British public think the criminal justice system is there to look after the rights of the criminals and only 33% of them think that actually that system is there for them and for victims."

She continued: "Until we get that right, it won't get any better.

"The public are sick of hearing about people breaking the law, they want to hear what happens to people who break our laws."

Ms Casey's remarks came as the proposals in her review were due to be published.

Elderly victims of crime may get anonymity in court as part of an attempt to boost confidence in the criminal justice system.

Similar special measures may also be made available for disabled victims and people who fear they will be targeted by thugs for speaking up.

Ms Casey's report says offenders ordered to carry out community punishment should be forced to wear high-visibility bibs to identify them as criminals.

Work projects for offenders would be re-named "community payback" and run by private companies and other organisations such as charities, rather than the Probation Service.
