A British extraditionary request was granted at a 10-minute hearing in a court in Douai, near Lille, where Williams and the teenager were found on January 21, a week after Laura went missing.
The 49-year-old lorry driver was brought handcuffed to the extradition hearing from jail, wearing a beige rollneck jersey, black jogging pants and white trainers.
The three magistrates were told the paperwork was prepared and Williams said he was ready and willing to go back to the UK to tell his story to police about his week on the run with Laura.
Afterwards Williams's court-appointed lawyer, Henry-Pierre Rulente, said it could take up to a week to complete formalities for his client's return.
"I'm not sure exactly when he will be extradited, but Mr Williams repeated today that he is more than keen to go back and explain the situation."
The hearing behind closed doors came a week after an earlier appearance before the magistrates postponed a decision on extradition pending the completion of formalities.
Williams has been held by French police since he turned up with Laura at the British Consulate in Lille on January 21 in the midst of a police hunt for the pair.
They met through the internet, and UK police said Laura might have been in touch with Williams for as long as six months before they met face to face.
After a sighting at Lille railway station, the pair were detained when they went to the consulate in Lille. Laura was returned to her parents and Williams was held as extradition proceedings began. Mr Rulente said his client had insisted that Laura was travelling with him voluntarily.
