Ten cities have been competing over six weeks for the title, voted for by the public.
Liverpool, this year's European Capital of Culture, scooped the top spot followed by Sheffield, birth place of the Arctic Monkeys and Pulp.
Manchester, whose acts include Oasis, the Stone Roses, The Smiths, New Order, Joy Division, the Happy Mondays, and Take That, came third.
Leicester - home of Kasabian, Showaddywaddy and Engelbert Humperdinck - was fourth, followed by Birmingham, which is associated with Jamelia, Duran Duran, UB40, and Black Sabbath.
Despite spawning The Who, The Kinks, The Rolling Stones, David Bowie, The Clash, The Jam, Madness, Razorlight, Estelle, and Amy Winehouse amongst others, London only came eighth after Brighton and Bristol.
Colchester, which boasts Blur and Jamiroquai, was ninth followed by Newcastle.
Around 10,000 people across the country voted for the Arts Council poll.
