The 34-year-old man is in custody and Thames Valley Police detectives are questioning him about the murder of Vikki Thompson in August 1995.
Ms Thompson's body was discovered at the side of a railway line in Ascott-under-Wychwood, Oxfordshire.
The man was arrested in the same village.
Thames Valley Police would not confirm what had prompted the arrest, which comes four years after they launched a fresh appeal for information.
Ms Thompson had been walking her collie in the village at about 4pm on August 12 1995, but her dog returned home without her.
She was found three hours later with severe head injuries and was taken to the John Radcliffe Hospital in Oxford, where she died six days later.
There was no evidence of a sexual assault and no one has ever been prosecuted for her murder.
