They believe Marvin James Anthony Walker, 21, also known as "Shotty", is in the Wolverhampton area and knows detectives want to talk to him.
West Midlands Police warned that "anyone who is offering shelter or support for Marvin... may be liable to prosecution".
The body of Shane Owoo was recovered from Lunt Pool in Bilston, West Midlands, on Sunday after reports that he had been involved in what police described as an altercation with three men.
Earlier on Wednesday, two men appeared in court charged with his manslaughter. Tobias Davies, 20, of Frost Street, Ettingshall, Wolverhampton, and Christopher Lewis, 22, from east Wolverhampton, spoke only to confirm their identities at Wolverhampton Magistrates' Court.
There were no applications for bail and both men were remanded in custody to appear at the city's Crown Court on January 2.
Shane's family have released a statement describing him as a "typical teenager" who loved music and reading Harry Potter books.
The statement, released through West Midlands Police, said Shane also enjoyed fishing and was a "polite and affectionate boy" who had planned to join the Army. The family said: "Words cannot express how deeply he is missed by his whole family. His mother has lost her only son, her daughters have lost their brother.
"His sisters miss the banter that they shared together, like any brothers and sisters do. But it is especially hard for his youngest sister, who cannot understand why she can't see Shane.
"How do we explain to a little five-year-old girl that she will never ever see her brother again?"
