Man lands £500 bill in parking row

An angry motorist who threw away his parking ticket was hit with a bill of more than £500.

Arif Chand, from Blackburn, had been given the first fine for double parking his car in the town in March last year.

He removed the ticket, threw it to the floor and drove away leaving it on the road.

Checks through the DVLA database showed he was the owner of the car and he was given a fixed penalty notice of £75.

He was invited to an interview to say if he was driving the car at the time or to provide details of the driver if not, but ignored all the council's requests for details.

Mr Chand was also convicted in his absence at Blackburn Magistrates Court of littering contrary to section 87 of the Environmental Protection Act 1990.

Magistrates fined him £150, ordered him to pay costs of £377 and £15 to a fund for victims of crime, with a total bill of £542.
