The youngster was approached by a man in Blake Gardens in Bridgwater, Somerset.
He grabbed her, but her screams attracted the attention of other people in the park and the man ran off.
Officers later arrested a 62-year-old man.
Neighbourhood Inspector Nic Crocker, of Avon and Somerset Police, said: "Although we have a man in custody on suspicion of this offence, we know there were a number of people in Blake Gardens at the time and are keen to speak to them about this incident.
"Incidents like this are rare, but obviously worrying to the local community. I would reassure them it is isolated and not being linked to any other incidents of this kind.
"To reassure the local community, patrols focused on children's play areas and parks have been stepped up."
