The death of the single mother, from Hothfield, near Ashford, has devastated her two adult daughters.
A 48-year-old man was arrested in Ashford, Kent, on Friday night and was taken into police custody.
Kent Police had earlier appealed for her former boyfriend to come forward.
The body of Ms Evans, who taught literacy to prisoners, was found slumped behind her car in the car park by a colleague.
A post-mortem examination by a Home Office pathologist revealed that she died from stab wounds.
Her family, including her two daughters, aged 24 and 27, said: "We are devastated by what has happened.
"She wasn't just our mum, she was our friend and a loving sister.
"We hope that the person responsible will be brought to justice and everyone will respect our wishes to be left alone."
