Sukhdav Singh, 26, was remanded in custody by magistrates in Shrewsbury, following a brief hearing on Saturday.
He is charged with the murder of Jaswant Singh Bajwa, 30, and Kulwant Singh Dodar, 31, between 5 and 8 December.
The bodies of the two men were discovered in the property above Mike's Fish Bar in Shawbury, Shropshire, last Friday.
Post-mortem examinations showed both men died from head injuries.
Indian-born Singh, 26, was arrested in Smethwick, West Midlands, on Tuesday following an appeal by West Mercia Constabulary.
It is believed that he and the two victims lived together in the flat.
Mr Bajwa, from the Punjab region of India, is known to have worked in the fish bar.
In court on Saturday, Singh spoke through an interpreter to confirm his name and date of birth.
He will appear at Shrewsbury Crown Court on December 21.
