Terence Wallace, 25, of Oakwood Road, Raynes Park, south-west London, is charged with attempted robbery and possession of a firearm.
At Wimbledon Magistrates' Court he was remanded in custody to appear before Kingston Crown Court on September 25.
The police watchdog, the Independent Police Complaints Commission (IPCC), officially named the two men shot dead by officers during the foiled bank raid.
Andrew Eton Markland, 36, and Mark Raymond Nunes, 35, both from south London, were killed while attempting to steal cash from a van transporting money to a bank in Hampshire on Thursday.
Armed officers fired on the men during the raid outside a branch of HSBC in the quiet residential town of Chandler's Ford.
One man was shot dead at the scene, with a second later dying in hospital as a result of his wounds. A security guard suffered minor injuries in the raid, but no members of the public were hurt.
The IPCC watchdog confirmed that an inquest into the deaths of the two men would open next week at Winchester Coroner's Court.
Speaking in The Sun today, Nunes' mother, Gwen, said her son did not deserve to die.
Speaking from her home in Brixton, south London, Ms Nunes told the newspaper: "My son was a good man. He was very private and independent. I'm shaking with rage. We're devastated and need to know what really happened."
