Pc Ian Broadhurst was shot in the head at point blank range by David Bieber despite the 34-year-old pleading for his life.
The ceremony will take place at the junction of Grange Park Avenue and Dib Lane, Leeds, where Pc Broadhurst died on Boxing Day 2003.
The officer's family and a number of former colleagues will pay tribute to his sacrifice with the unveiling of a memorial stone from the Police Memorial Trust.
Among those speaking at the event will be Pc Broadhurst's widow Eilisa Broadhurst, West Yorkshire Police Deputy Chief Constable David Crompton and chairman of the Police Memorial Trust Michael Winner.
Pc Broadhurst and his colleagues, Pc Neil Roper and Pc James Banks, were shot by Bieber, 42, after they observed his vehicle was displaying false number plates while parked on Dib Lane.
Bieber, of Springwood Road, Leeds, was ordered by a judge to spend the rest of his life in jail in 2004 after being convicted of murder and the attempted murders of Pcs Roper and Banks.
This was overturned in July by the High Court who said that Bieber should serve a minimum of 37 years in prison before being considered for parole.
Mr Crompton said: "Police officers up and down the country put their lives on the line every day, never knowing what could happen; thankfully few have had to make the ultimate sacrifice made by Ian Broadhurst.
"The permanent memorial is an appropriate way of marking the terrible events that took place here on December 26 2003, a day which will be remembered as one of West Yorkshire Police's darkest."
