Office for National Statistics data says men get through an average 18.7 units per week compared to women at nine units.
People from homes classed as managerial level or professional drink 15.1 units per week - more than any other type of household.
This compares to men and women in households classed as routine and manual, who get through an average 11.6 units of alcohol every week.
People in Scotland drink an average 11.6 units every week - less than England and Wales, where rates are 13.7 and 13.5 units weekly.
The ONS report on smoking and drinking is based on data from its 2006 General Household Survey of around 16,500 households across Britain.
It shows 22% of people aged 16 years and over smoke - the lowest level recorded by the ONS. Men smoke an average 15 cigarettes per day compared to women at 13 a day.
The ONS report is the first using a new assessment method to take account of stronger drinks and bigger glasses.
When applied retrospectively to 2005 figures, the new method increased average weekly consumption in Britain from 10.8 units to 14.3 units, with women drinking 9.4 units per week.
This is roughly the same as the 2006 average, with women's consumption dipping slightly to nine units per week.
