The Met's corruption watchdog has launched an urgent review of spending on corporate credit cards after financial controls were branded a "complete mess".
Sources indicated that at least £2m was still unaccounted for - although reports claimed the figure could be as high as £6m.
Two detectives have already been arrested on suspicion of theft in connection with the probe, and the force's professional standards directorate is checking the expense records of hundreds more. There are claims that cash has been lavished on luxury watches, flatscreen TVs and holidays.
The controversy comes amid a growing clamour for the Sir Ian to step down over the Stockwell tragedy.
An Independent Police Complaints Commission report into the shooting of Jean Charles de Menezes criticised Sir Ian personally last week for holding up its investigation.
Scotland Yard was also found guilty at the Old Bailey of endangering the public during the botched operation, which saw the innocent Brazilian killed after being mistaken for a would-be suicide bomber.
Both the Home Secretary and Prime Minister Gordon Brown have defended the commissioner's record, while he has insisted he will not quit.
There is widespread anger within the authority at the force's "slow" response since internal auditors first raised concerns that the system for the American Express expenses cards was a "complete mess" in 2004.
A Scotland Yard spokesman said: "Any alleged criminality that is uncovered will be dealt with robustly. We have a comprehensive plan to recover any money that is outstanding."
