Police said the time limit was extended for a further seven days following an appearance in court by the two men.
They have not released any details of the men. It is understood the men appeared at Exeter Magistrates' Court.
Meanwhile, searches have continued at a Muslim community centre in Plymouth after the arrest of a third man in connection with the attack.
The Plymouth Muslim community have said they are shocked by the events and they are co-operating with police searching the centre.
The searches are the latest of a number in Plymouth since the explosion on May 22.
The only person injured in the blast, Muslim convert Nicky Reilly, was the first person arrested with the second arrest taking place at gunpoint in Plymouth city centre.
All three men are being questioned at unknown locations in the Devon and Cornwall force area.
Specialist officers also searched a property in the Mutley area of Plymouth and teams have spent hours searching Reilly's flat in King Street with bags of items being taken away.
The 22-year-old, who recently changed his name to Mohammed Rasheed, received eye and facial injuries when the device partially went off in the shopping centre restaurant at lunchtime. Police found two other devices nearby.
