Scotland Yard said almost a quarter of all offenders and casualties in London were aged between 17 and 24.
An investigation by BBC Radio One's Newsbeat revealed the figures were mirrored across England and Wales.
Scotland Yard's Supt Dave Page told Newsbeat that police were concerned about the trend.
"About a quarter of all arrests are people between 17 and 24, which is obviously very worrying."
Sgt Ivan Stafford, of Leicestershire Police, said: "They're the majority of the casualties, they're the majority of the offenders.
"And the numbers of people being killed in a drink-related accident have increased dramatically.
"And they're killing themselves, they're mutilating themselves, which is such a tragic waste of life."
Sgt Stafford told the BBC that drink-drive figures in England and Wales were at a 10-year high.
