The Members Estimate Committee said in a special report that as "a first step" it had agreed that the £250 threshold for MPs submitting expenses claims without a receipt would be cut from the start of the new financial year.

The new limit has yet to be agreed, but it is expected that there will be a significant cut.

The review was ordered by Commons Speaker Micheal Martin last month following the disclosure that disgraced Tory MP Derek Conway had been employing his son as a researcher at the taxpayers' expense while he was a full-time university student.
