Friends of the 35-year-old rushed him to hospital after the shooting on the A23 in Streatham, south London.
But he died of his injuries less than an hour after the attack in which a second man in his 30s was seriously injured, police said.
It is understood that those who took the man to hospital are among the nine men and women who have been arrested in connection with the shooting.
Police said a member of the public reported hearing shots in Streatham High Road at its junction with Hopton Road at about 5.15am.
A short time later, police were informed that two men had been taken to two south London hospitals suffering gun shot wounds.
The shooting took place just metres from the ice-rink where 16-year-old James Smarrt-Ford was shot dead in February.
Television footage from the scene showed a silver handgun being removed from the scene by forensic officers.
The murder is being investigated by officers from Trident, the Metropolitan Police unit that specialises in black-on-black gun crime.
Streatham High Road has been closed in both directions between Streatham Railway Station and Greyhound Lane. The station remains open.
