All suitably qualified young people will be entitled to an apprenticeship place from 2013 so that within the next decade one in five youngsters will start an apprenticeship, ministers are expected to announce.

Under a draft Apprenticeship Bill due to be published, apprenticeship's will be established as a mainstream learning option alongside higher education.

It is understood that the Bill will lay out measures to improve the quality of apprenticeships as well as unveiling details of a vacancy matching service to link potential apprentices with suitable employers.

The Skills Department will offer apprenticeship places, including roles in the private offices of Skills Secretary John Denham and permanent secretary Ian Watmore.

The posts - the first of their kind - will be advertised in job centres.
