The documents, which included names, addresses, bank details and National Insurance numbers of employees in Leicestershire and Northamptonshire, were discovered in Stevenage, Hertfordshire.
Police have been informed and Capita, which runs the payroll service for a consortium including the five trusts, has begun an immediate investigation. The trusts have also launched an inquiry.
It is understood the papers were found by a member of the public in a residential street on Friday March 21.
They included details of 182 employees at Leicestershire Partnership NHS Trust, University Hospitals of Leicester NHS Trust, Leicester City Primary Care Trust, Leicestershire County Primary Care Trust and Northamptonshire Healthcare NHS Trust.
Another 40 pieces of information which may have been left in the street with the found papers are unaccounted for.
The affected staff have been informed of the personal data breach.
Trust consortium spokeswoman Kathy Renacre said: "We demand that the highest possible standard of care is taken with all employee personal data. Any breach of those standards is completely unacceptable.
"An immediate investigation has already started and staff members we have reason to believe may be affected have been contacted. We will get to the bottom of what has happened and make sure that it can never happen again."
A Capita spokeswoman said: "As soon as we became aware of the discovery of the documents by the police we launched a through and detailed investigation, involving high-level security specialists, which is ongoing."
