'No risk' stab toddler mother probe

Child abuse investigators are asking why social services deemed a mother fit to look after her toddler just days before she stabbed her to death.

Despite Ntsimbi Galtricia's increasingly erratic behaviour, which had led worried neighbours to call police, mental health experts decided she posed no risk.

Less than five days after her assessment, Ms Galtricia was found lying injured next to the lifeless body of her two-year-old daughter in a flat in Barking, east London.

The 23-year-old, from the Republic of Congo, is Scotland Yard's only suspect.

She was arrested on suspicion of harassing local people the day before her social service assessment by Barking and Dagenham council on August 9, but released without charge.

A council spokeswoman said: "She was found not to have any mental healthcare issues."

Scotland Yard refused to comment on the circumstances leading up to the attack at this stage in its investigation.

Officers were told about her bizarre behaviour again on Saturday but did not arrest her that time, a spokesman said.

Ms Galtricia was found with stab wounds next to her daughter, named locally as Balthous, at their flat in Law House, Maybury Road, Barking, by officers.

She is in a serious condition, but her injuries are not thought to be life-threatening, police said. A post-mortem examination on Balthous is expected to take place at Great Ormond Street hospital.
