Ofsted fears deter potential heads

The pressure of Ofsted inspections is deterring candidates from applying to run schools despite headteachers' salaries that can top £100,000 per year, new research suggested.

Two-thirds of senior school staff believed the impact of the education watchdog on teachers' morale was "at best neutral" and at worst "very unhelpful", the study by the University of Central Lancashire found.

And nearly nine out of 10 headteachers believe the threat of Ofsted makes it less likely that teachers will apply for the top job.

The National Association of Head Teachers (NAHT), which commissioned the research, raised fears that the new system of short, sharp inspections meant Ofsted did not spend enough time in schools.

Inspectors are not getting a rounded view of teachers' work, relying too heavily on figures from test results and rarely observing lessons, the union said.

Mick Brookes, NAHT general secretary, said: "We need an inspection system that goes into schools looking for success rather than failure.

"Our concern is that inspectors going in for a short period of time are not having enough time to examine the context of the school."

The study, of 500 heads and deputies, was launched at the union's annual conference in Liverpool.
