The stabbing of 27-year-old Miss Muller in Hackney, east London, on February 3, 2003 is one of Britain's most notorious unsolved murders.
The Metropolitan Police said a 36-year-old man was arrested on Wednesday in Cambridgeshire on suspicion of her murder.
A second man, aged 46, was arrested on Tuesday on suspicion of assisting an offender. He has been released on bail.
A Met spokesman said: "A 36-year-old man has today been arrested on suspicion of the murder of Margaret Muller in Hackney on February 3, 2003. He remains in custody at a Cambridgeshire police station."
The man was the ninth person to be arrested by officers investigating the attack on Miss Muller as she jogged in Victoria Park.
Miss Muller, of Wallis Road, Hackney, was subjected to a ferocious attack and died from multiple stab wounds.
The artist, who studied at the Slade School of Fine Art, was found slumped on a path between a rose garden and a playground after joggers heard her screams.
A reward of £15,000 was offered to anyone with information leading to an arrest and conviction of the person responsible.
A month after the killing officers staged Scotland Yard's largest reconstruction, asking more than 100 witnesses to retrace their movements in the park.
