Pc Katie Johnson, 29, was shot in the leg as she tried to foil an armed robbery at a pub near Preston, Lancashire, on New Year's Eve.
David Tyrell, 37, of Lions Drive, Swinton, Manchester, and Wayne McDonald, 46, of no fixed address, are both charged with the attempted murder of Pc Johnson, along with robbery, firearms offences and four counts of false imprisonment.
They appeared at Chorley magistrates' court, near Preston. Both men appeared separately in the dock and were each flanked by three police officers. They did not enter pleas.
It is alleged the pair stole £11,300 from the Hospital Inn pub in Bamber Bridge, having tied up four staff and left them in the bathroom. They are also alleged to have been in possession of a sawn-off shotgun and a handgun.
The case was adjourned for a preliminary hearing at Preston Crown Court on January 14 and the two men were remanded in custody. A plea and case management hearing will be held at the same court on February 18.
A third man was arrested in connection with the robbery on Thursday night. The 54-year-old, from Blackpool, was held in Kirkham, Lancashire, and is being questioned by police.
Detective Superintendent Neil Hunter, of Lancashire Police, said outside court that Pc Johnson was bearing up "remarkably well". He said: "Considering the traumatic ordeal that she was subjected to she is coming on really well."
In a statement released on Thursday, Pc Johnson said: "I plan to get myself ready for action and look forward to returning to work soon."
Anyone with information is asked to call Lancashire Police on 01772 614444 or Crimestoppers anonymously on 0800 555 111.
