Plan to help communities fight crime

Home Secretary Jacqui Smith is set to use her Labour Party conference speech to pledge to empower communities to fight crime.

She will announce a £5 million fund to train "community crime fighters" and a multimillion-pound scheme to turn gang members away from a life of crime.

Ordinary members of the public will be instructed on how they can work with neighbourhood police teams to combat crime, she will say.

About 3,600 volunteers, including members of neighbourhood watch teams, will act as a link between police, local authorities and the public.

They will help to publicise the effects of community punishments so people know what has happened to criminals not sent to jail. And they will tell police about local crime priorities.

In her speech to Labour members in Manchester, the Home Secretary will promise "fair rules and firm action" and will pledge to be "on the side of communities".
