The shooting followed a disturbance in the King of the Road pub, in Newtown, Birmingham, that spilled out into the street at 7.45am on Sunday.
Several shots were fired outside the pub in Hospital Street and the victim was shot in the chest.
The man, described as a local man, was taken to hospital but died shortly afterwards.
Police officers sealed off a section of Hospital Street outside the pub where the shooting took place.
Officers patrolled the area around the pub and carried out door-to-door inquiries.
John Cartwright, 73, who lives opposite the pub, said: "I heard some banging early in the morning. It did sound like gun shots."
He added: "Ever since that pub changed hands, there's been nothing but trouble. They have been playing music as loud as they can. I have hardly had any sleep in the last three months. It's been an absolute nightmare."
Jane Mazero, 39, who also lives nearby, said: "I was surprised when I came outside. This is the first time something like this has happened around here. I have never come across this sort of thing before."
Anyone with information should contact West Midlands Police on 0121 626 4017 or on 0845 113 5000.
