A total of 18 people were involved in the accident on Friday night and firefighters had to release seven people who were trapped.
Police said 11 were injured, two of them suffering serious but not life threatening injuries.
The motorway was closed and a police spokesman said: "The weather is a factor in the investigation."
Road and rail travel, brought to a standstill on Friday by flash flooding, was expected to be hit by more problems due to overnight temperatures plunging.
Julian Mayes, a weather forecaster with MeteoGroup, said the rain was likely to clear overnight, but most regions would see a cold and icy start to Saturday.
More rain is expected in the evening, and mild, unsettled weather is forecast for the coming week.
More than 30mm of rain fell in parts of western England and the Midlands on Friday. Surface water gushed into homes and offices, and motorists were left stranded in their cars.
Among the worst hit areas were Bristol, Gloucestershire, Wiltshire and Somerset, where pupils at a village primary school were left marooned after a flooded road cut off access to the building.
Emergency services reported hundreds of call-outs to rescue stranded drivers and deluged homeowners.
