Research by ComRes for the Independent put the Tories on 41% - gaining seven points from last month's standings.
Meanwhile, Labour has slumped 4% to 33%, with the Lib Dems edging up a point to 16%.
If repeated at a general election, the figures would give Mr Cameron a narrow overall majority of two seats.
The stark turnaround in fortunes comes after a torrid few weeks for Gordon Brown, who enjoyed a 3% lead over the Conservatives before his party's annual conference.
The Prime Minister has since been widely criticised for "dithering" over whether to take the country to the ballot box.
Meanwhile, the Tories have won praise for proposals on cutting inheritance tax and stamp duty. Mr Cameron has also been perceived as performing well in Commons clashes with Mr Brown.
