The 10-month-old girl, who was rescued from the River Thames, near Goring, in Oxfordshire, was initially declared dead on Wednesday after she was airlifted to the John Radcliffe Hospital, in Oxford.
But there were later hopes for her survival when doctors detected a faint heartbeat.
Police confirmed, in the early hours of Thursday, that she had died after several hours in a critical condition.
A Thames Valley Police spokesman said: "Police were contacted by staff at the hospital in Oxford reporting that the 10-month-old girl had passed away."
One man, who lives close to the scene of the incident, said the baby's buggy had been blown into the water by strong winds as it was pushed by her mother.
It was reported the baby and her three-year-old sister tumbled in to the water after the woman fainted while they fed ducks.
Police said they were unable to confirm the exact circumstances of the incident.
A man near the scene said he had got out of his boat to help. Pete West, 26, of Goring, said: "I didn't see the incident but I heard the baby was in a buggy being pushed by the mother and it was blown into the river by strong winds.
"The mother then went into the water to rescue the child."
