The 34-year-old man was arrested on Thursday afternoon, 30 minutes before the Queen and the Duke of Edinburgh were due to walk around St George's Square in Huddersfield.
Uniformed police officers and royal protection officers swooped after seeing a man allegedly acting suspiciously in the crowd.
The incident happened just yards from where the royal party alighted from their vehicles and began the walkabout.
West Yorkshire Police said a 34-year-old man has been charged with possessing an offensive weapon - a pick axe - in a public place and will appear at Huddersfield Magistrates' Court on June 1.
