Scrap NHS 24 says Lib Dem leader

The health hotline NHS 24 should be scrapped and replaced with a better system, Scottish Liberal Democrat leader Nicol Stephen will say.

He will call for a more personalised service and an end to the distinction between daytime and out-of-hour services - quoting his own family's experience.

Mr Stephen will tell his party's autumn conference in Glasgow the "misnamed" NHS 24 is trying to cover for a "glaring gap" in local care.

"I want to see GPs, nurses, paramedics, pharmacists and other health professionals come together to design a new model that provides all patients with safe, accessible 24-hour local health care that removes this false and sometimes dangerous barrier between in-hours and out-of-hours services," he will tell the conference.

"I have seen it threaten the safety of my own family and take the lives of too many vulnerable people, young and old alike."

Aides refused to explain what Mr Stephen, a father of four, meant by the reference to his family.

His call for reform came in a speech which amounted to a rallying-call for a possible early General Election.

UK party leader Sir Menzies Campbell will also address the one-day gathering in Glasgow, as speculation about an early General Election continues unabated.

Debates will include calls for the drink-driving limit to be lowered, for asylum-seeking families to have the right to work and continue with their education, and for Scotland not to follow England's "draconian" path on the retention of DNA samples from people not charged with an offence.
