Vince Acors, 34, was initially given a three-month jail term for public indecency and having unmarried sex with Michelle Palmer, 36, but this was suspended on appeal.
He returned to the UK on Christmas Eve and spoke of his experiences for the first time at a press conference in central London.
Acors admitted he was "extremely naive" but said heavy consumption of alcohol and public displays of affection between unmarried couples are widespread in Dubai.
He said: "We just happened to be in the wrong place at the wrong time."
Acors, from Bromley, south east London, said much of what was reported about his case was exaggerated and some was "complete lies".
He denied that he and Palmer, of Oakham, Rutland, had sexual intercourse.
But he admitted they had "physical contact" on Jumeirah Beach, where they were arrested in the early hours of July 5.
"Because of the worldwide publicity, I feel that the Dubai authorities had no real choice other than to find us guilty in this situation," he said.
Acors went to Dubai in July on a three-day business trip hoping to drum up work for his telecoms company.
