Rhys, 11, was shot dead in Croxteth Park, Liverpool, on August 22 last year as he walked home from football training.
The 17-year-old will appear at Liverpool Magistrates' Court along with three other youths, aged 15, 16 and 17, who face charges of assisting an offender. The 16-year-old has also been charged with possession of a firearm.
None of the teenagers can be named for legal reasons.
Melvyn Coy, 24, and Gary Kayes, 25, both of Croxteth, Liverpool, will also appear charged with assisting an offender.
The six were charged on Wednesday, nearly eight months after the Everton-mad schoolboy was killed.
On Wednesday night, a number of people were bailed in relation to the investigation and a 20-year-old man is still being quizzed by detectives.
