Taxpayer-funded "pioneer schools" are among educational policies being urged on David Cameron by a group he tasked with developing new social justice policy ideas.

Led by ex-party leader Iain Duncan Smith, the group also wants to see £500 credits for pupils in the worst-off schools to spend on extra lessons - in return for parents playing an active role.

Parents should also be given their own "lessons" in getting the best for their child from the education system, it believes, and home-school behaviour "charters" made compulsory.

Mr Cameron has put efforts to repair what he calls Britain's "broken" society at the heart of his message, although he is not obliged to adopt the group's ideas.

The school proposals are just part of a major report to be unveiled by Mr Duncan Smith next week.

In its interim Breakdown Britain report last year, his social justice policy group warned that massive debt and the breakdown of the family were creating a "growing underclass".

The "pioneer" schools would be set up as charities, be outside local authority control, get around £5,500 per pupil per year and be free to recruit staff and set pay levels.

Extra cash could be raised from sponsors dedicated to tackling disadvantage.

"We want to build a new launchpad for our nation's disadvantaged children and place a premium on their education," the group will say in its report.
