Tories seek more school expulsions

Thousands of children are being suspended from schools for offences that could warrant expulsion, the Tories have said.

There were more than 200,000 suspensions from state schools in England last year for offences such as sexual abuse, assault, and actual or threatened violence.

This is the equivalent of 1,000 children being suspended each day, the Tories said.

The figures come from official government data on fixed period exclusions (suspensions) analysed by the Conservatives.

The figures show that there were 79,180 suspensions for assault against a pupil, 18,590 suspensions for assault against an adult, 16,090 suspensions for threatening behaviour against a pupil, 89,880 suspensions for threatening behaviour against an adult and 3,500 suspensions for sexual misconduct.

In total, there were 207,240 fixed period exclusions in the academic year 2006/07 - 1,091 a day in total.

The highest number of suspensions was in the South East, where there were 37,140, while the lowest number was in the North East, where there were 9,060.

These figures relate to the total number of suspensions, not the number of children suspended.

The Government statistics show that 138,390 children received one suspension in 2006/07. Official government guidance on offences meriting expulsion states that the decision to exclude a child permanently is a serious one, that will usually be a final step for dealing with disciplinary offences.

But it adds that there are "exceptional circumstances" where it may be appropriate to exclude a child for a first, or "one off" offence. These might include, serious actual or threatened violence against another pupil or staff member; sexual abuse or assault; supplying illegal drugs or carrying a weapon.
