Tories to limit interference in NHS

Shadow health secretary Andrew Lansley unveiled plans for the creation of an independent NHS Board to run the health service.
Board members would be appointed by the health secretary on the advice of an appointments commission and would include clinical, financial and commissioning directors.
Strategic health authorities (SHAs) would report to the board, which would in itself be accountable to ministers.
Health Secretary Patricia Hewitt has rejected such a plan, saying the NHS is too vast to be run that way.
Labour chair Hazel Blears said on Wednesday that the Tory idea "sounds like a return to the days of nationalised industries".
The Conservatives also said they would abolish all centralised targets, including the Government's key target on waiting lists.
By the end of next year, the Government wants nobody to wait more than 18 weeks from GP referral to treatment.
But Mr Lansley said such targets needed to be scrapped in favour of a focus on outcomes for patients.
His plan would mean GPs' salaries are linked to the quality and success of the treatments they provide for patients.
