Ian Davy, 22, from West Yorkshire, and an Italian woman were killed in the accident at Fraser Island.
Four other Britons were among nine other people who were injured.
Queensland Police said all those injured were taken to hospitals on the mainland and two of the injured tourists were in a critical condition.
A police spokeswoman said the accident happened on a stretch of sand at Fraser Island which is used as a road.
She said police are investigating whether the vehicle rolled after the driver swerved to avoid a wave.
Eleven tourists - including the driver - were on board when the accident happened at Dundaburra which is a popular area for camping.
A Foreign Office spokesman said: "We can confirm the death of a British national in a car accident on Fraser island, Queensland, on April 18.
"Four other British nationals were injured in the accident and they have been taken to hospital on the mainland.
"Families of all five have been informed and we are providing consular assistance."
