Faiz Baluch, 25, of Wembley, north London, and Hyrbyair Marri, 39, of Ealing, west London, are campaigners for human rights in a troubled province of Pakistan, a fellow activist has said.
Peter Tatchell said the pair were lawful supporters of the independence movement in Baluchistan, a vast region bordering Afghanistan and Iran in the south west of the country.
The men, who will appear at City of Westminster Magistrates Court, were charged on Monday night by officers from the Metropolitan Police Counter Terrorism Command.
They are charged that on or before December 4 they jointly incited another person to commit an act of terrorism wholly or partly outside the UK which would, if committed in England and Wales, constitute murder. The charge is contrary to the Terrorism Act 2000.
Marri is also charged under the the Firearms Act 1968 that on December 4 he had a weapon "designed or adapted for the discharge of any noxious liquid, gas or other thing".
Two men, aged 25 and 39 arrested at separate addresses in north-west London and west London on December 4 remain in custody at a central London police station.
They were arrested on suspicion of the commission, preparation or instigation of acts of terrorism under the Terrorism Act 2000.
