Voter power backed to force out MPs

A power for voters to force out MPs who break Commons rules has been backed by Tory leader David Cameron.

He urged other party leaders to try to implement it straight away.

Liberal Democrat leader Nick Clegg has led moves for a "recall" mechanism that would be triggered if 5% of constituents signed a petition demanding a by-election.

It would only apply to those found guilty by Westminster's sleaze watchdog of wrongdoing and who had been recommended for suspension from the Commons.

The idea is under consideration by Labour amid concerns about how to limit the right to avoid constant, politically-motivated efforts to oust an MP.

But Mr Cameron, who is demanding a snap general election to deal with the expenses scandal, said it was definitely a move which needed to be seriously considered.

There is mounting anger at voters' powerlessness to force MPs to resubmit themselves to public approval if they break the rules.

Although 13 have announced they will step down since detailed Westminster expense claims began to be revealed, they have all said they will stay on until the general election, allowing them to continue being paid at taxpayers' expense and to pick up a generous "golden handshake".

"I think if we can't have an election, and I think we should, because that's the best way to recall the whole of Parliament... then recall is a power we do need to look at," he told Sky News.

Justice Secretary Jack Straw said last week that the issue had been examined "in some detail" as part of the process of deciding on a reformed House of Lords.
