James Scott Gallacher, 35, and three-year-old Soraya Alicia Gallacher are thought to have wandered away from a sightseeing path before they fell into a freezing waterfall pool.
The pair, from Manchester, were part of a family of four adults and two children who were sightseeing while on holiday in Llanbedr, near Harlech, North Wales.
Relatives of the family, who live in Partington, on Monday declined to speak. Officials are still investigating how the accident took place.
A North Wales Police spokeswoman said: "Inquiries are ongoing and a joint investigation is under way between North Wales Police, the local authority and the Health and Safety Executive.
"The incident is not being treated as suspicious. No further details are currently available."
A massive underwater search was launched involving police, fire crews and two amateur divers when the pair went missing on Saturday afternoon.
It is believed the father and daughter may have left the sign posted track around the waterfall and stepped into an unsafe area.
They plunged into the 16ft deep pool of water and the desperate two hour search began. The bodies were found shortly before 6pm.
An inquest into their deaths was opened and adjourned earlier on Monday by North West Wales Coroner Dewi Pritchard Jones.
