But the AA said the stormy conditions were unlikely to deter motorists, with 18 million vehicles set to take to the roads over the weekend.
The Highways Agency said that 44 roadworks on major routes in England were being lifted, or the work completed, for the weekend.
"After some warm, sunny days, the weather is going to change for the worse," said Brendan Jones of MeteoGroup UK, the weather division of the Press Association.
He said that while Friday and Saturday would stay dry, rain and strong winds would sweep in from the west on Sunday, while there would be further rain on Bank Holiday Monday.
The AA said Friday would be the busiest day on the roads, with Brighton, Great Yarmouth, Bournemouth, Blackpool and Newquay the top seaside destinations.
The AA said traffic jams were likely to be 33% worse than usual on Friday than on a normal Friday and 25% worse on Saturday. Traffic on Bank Holiday Monday is expected to be 10% busier than it was on May Day Bank Holiday Monday.
The worst spots for jams are expected to be the M25, the M1 northbound, the M4 westbound, the M6 through the West Midlands and north of Manchester and the M5 in the Midlands and southbound around Bristol.
Although suspending roadworks at a number of locations, the Highways Agency was keeping them in place at some busy spots, including a section of the M1 around Hertfordshire and Bedfordshire which was recently deemed the country's worst place for jams.
A poll by insurance company esure said that around one eighth of Britons who travelled during last year's Spring Bank Holiday weekend were opting to stay at home this time.
