Hashi Ahmed Omer, 18, has been charged with failing to disclose information, Avon and Somerset Police said.
The Somalian, who lives in Easton, Bristol, was detained in connection with an ongoing investigation into another local man, also 19, recently charged with terrorism offences.
Andrew Ibrahim, from Comb Paddock, Westbury-on-Trym, was arrested in April and has since appeared in court accused of plotting to commit acts of terrorism.
Omer has been remanded in custody and will appear before Westminster Magistrates in London on Tuesday.
Omer, who lived four miles from Ibrahim's home, was arrested on June 16 at his home in Bellevue Road, where officers conducted a forensic search of the property.
A second property, in nearby Mivart Street, was also searched. Police later confirmed nothing was found.
Avon and Somerset Police said officers had been "painstakingly scrutinising" thousands of days worth of CCTV footage secured since Ibrahim's arrest, as well as examining more than 2,000 exhibits and over 2,500 documents.
Last month Ibrahim was remanded in custody to await trial accused of attempting to make a bomb at his home. Ibrahim, known as Isa, appeared at the Old Bailey via a video-link from London's Belmarsh prison.
He is accused of being in possession of two home-made vests, ball bearings, nails and screws. He is also charged with making or having an explosive - hexamethylene triperoxide diamine - with intent. The trial is expected to take place in January next year.
