Lucy Fairbrother and Iain Thom flew into London City airport after being deported from China for unfurling "Free Tibet" banners outside the Olympic stadium.
Miss Fairbrother, from Waltham Forest, said: "There's still a lot to do. We are only two people, there's a whole campaign that will be going on throughout the Olympics."
The pair were questioned by police for several hours before being sent home via Germany for allegedly disturbing public order.
Miss Fairbrother, 23, the daughter of a former City banker, said: "We were treated fine."
During the Beijing protest she remained on the ground while Mr Thom, from Edinburgh, climbed a lighting pole and unfurled the banner before being arrested with two Americans.
Miss Fairbrother said: "The Chinese have one of the best security forces in the world, it was not easy to outwit them."
She insisted the protest had been worthwhile, saying: "The situation in Tibet remains dire and it is not going to improve in the short term."
