Craig, 40, was shooting a scene with co-star Olga Kurylenko, 28, when the real-life drama unfolded.
Carlos Lopez, the town mayor, sent two police officers flying as he drove past them in his Honda Accord and onto the set of Quantum of Solace.
The mayor, who is leading a protest against the movie, was arrested and charged with trespassing and public disorder.

Shaken and stirred: Daniel Craig, pictured filming Quantum of Solace in Panama last month, was shocked when Carlos Lopez burst on set in Chile
After being released he claimed Craig had displayed none of 007's legendary cool - and had "fled in terror."
Mr Lopez told reporters: "When I drove onto the set, Daniel Craig was filming "I put my vehicle between the camera and the actor, who has nothing in common with the secret agent 007, as he fled in terror.
"When he saw me, James Bond ran off!"
The film makers EON Productions confirmed Mr Craig was filming with Ukrainian Ms Kurylenko when Mr Lopez drove onto the set.
Marketing director Anne Bennett said: "We were filming at a railway station and he drove through a police cordon. He trespassed on private property.
"He drove at a line of police surrounding the site.
"Two policemen had to jump out of the way but fortunately nobody was injured.
"He drove over to a vehicle being driven by Daniel Craig and with leading lady Olga Kurylenko as a passenger.
"We have security on our sets and Daniel has security. There was also a police presence there and he was arrested by police.
"It didn't delay the filming for more than five minutes.
"I wasn't there so I can't comment on reports that Daniel ran away, but it sounds most unlike Daniel.

"I would have thought he stayed inside the car while security dealt with the situation.
"There was no reason for Daniel to run away."
Daniel Craig's American girlfriend Satsuki Mitchell is thought to have watched the drama on the set.
The 29-year-old American film producer has been virtually inseparable from the actor during their time in South America.
Craig is filming in Sierra Gorda, a small town in the Atacama Desert in northern Chile.
Mr Lopez, the mayor of the town, is furious that his country will be portrayed as rival neighbours Bolivia in the new film.
He also claims the production crew have cut of roads without permission in the town 1,000 miles north of the capital Santiago.
Mr Lopez said: "They used force and kept me under arrest for five hours."
Asked about his reasons for the protest he said: "They cut off the roads without permission. The people here live from what they can sell to passing vehicles.

"It is unusual that they arrive in a place, close roads, and shut down schools without the Government giving us any information. This shows a huge lack of respect to Chileans."
Mr Lopez had previously organised a protest of 200 locals outside the film set. Many carried placards reading: "We are Chilean, not Bolivian".
Chile has a history of bad blood with neighbouring Bolivia. Chile is one of South America's richest countries while Bolivia is one of the poorest.
Bolivia lost the region of Antofagasta, where filming is taking place, to Chile in a bitter war between 1879 and 1883.
Tourism chiefs and MPs in Chile have expressed concern that their country will be portrayed as Bolivia.
Most of the houses in the Sierra Gorda are displaying the Chilean flag in protest.
However Ms Bennett, from EON Productions said: "Many films are shot in one country and then appear in films as another country.
"It's not at all unusual. Casino Royal was filmed in the Czech Republic but appeared as Montenegro.
"As to roads being shut off without permission, that is not correct.
"We would not film in any area in which we had not received permission from the local authorities.
"We have been preparing this for six months."
One local media report described Craig as "very cold", adding: "He doesn't talk to anyone and is only concerned that nobody takes photographs."
It is not the first real life drama during the filming of the latest Bond movie.
In February Craig was caught up in rioting after clashes between police and construction workers over the fatal shooting of a union leader in Panama.
Filming was shut down after the violent protests reached the area of the set.
And last month a petty thief tried to steal parts from his luxury car.
Antonio Morris Peterson was arrested as he unscrewed the headlamps and other accessories on the Toyota Prado 4x4 loaned to the actor during filming in Panama.
Craig and Olga Kurylenko are filming in Chile for 12 days.
Quantum of Solace is due out in the UK on October 31.
Director Marc Forster is thought to have picked the Chilean locations after visiting the region two years ago and falling in love with it.
