Grief: Kelly with her mother Sandra and a family member
According to a report, Kelly, had banned celebrity pals such as dance partner Brendan Cole from the ceremony.
A family minder refused to say why famous friends of Kelly had been ordered to stay away.
A mourner at the service said: "People were surprised Billy was not here. He has played a massive part in helping Kelly through the grieving process.
"She spent a long time trying to get her dad to accept Billy as the right man for her - and she was so dismayed that he would not have been able to see them get married.
"Kelly was incredibly close to her dad and still lived only half an hour from her parents, despite having the cash to buy a plush pad anywhere she wanted.
"She just does not know what to feel at the moment."

Send off: The hearse carrying Kelly's father was filled with floral tributes
Immediately after his death, former Big Breakfast host Brook, 28, vowed to go on with the hit BBC1 ballroom dancing competition, as she said that is what her father would have wanted.
The model and actress continued rehearsing but later the BBC announced her decision to quit the show because she had found it too difficult to continue.
Kelly had been secretly hiding her sadness over her father's terminal illness while competing in the television competition.
She was one of the favourites to win Strictly Come Dancing with professional dance partner Brendan Cole, alongside Alesha Dixon and her partner Matthew Cutler.
Kelly was joined in mourning her father by younger brother Damian and half-sister Sasha.
