Tottenham's bid to sign Russian playmaker Andrei Arshavin has suffered a set-back, prompting the player's representative to accuse Zenit St Petersburg of treating the player like a slave.
Spurs are desperate to sign the 27-year-old after he starred in Euro 2008. The London club have already agreed personal terms.
But Zenit refused to sell despite having made a promise to the player that he would be allowed to leave if a club bid between £9.5-£12million.
Andrei Arshavin, the Russian international, is 'frustrated' after his big-money move to Spurs stalled
Although Spurs officially ended up offering £12.5m, Zenit kept on demanding £21m.
Spurs chairman Daniel Levy is furious at the failure to land one of the club's dream targets and is now looking elsewhere with Valencia's Spanish star David Villa on the list.
It has left Arshavin in the awkward position of having to stay at Zenit despite already saying he wanted a move to the Premier League.
His representative, Denis Lachter, said: 'The player is very disappointed and I am very frustrated. He would have come to Tottenham but he is being treated like a slave.
'They have no respect for the player. I had a conversation with Levy and it was very embarrassing. He is frustrated.'
