Phillips set the seal on Albion's win - taking his tally for the season to 13 - after Roman Bednar and Robert Koren had fired Albion into a 2-0 lead.
It was Phillips' first start in nine games after a career-threatening knee injury and Mowbray said: "Kevin has got straight back in the saddle.
"He was scoring goals every game before he was injured. He has come back and is scoring goals again. That is quality.

"He possesses class and he knows the areas to get into.
"He is clinical in his finishing and he was a threat all game."
Mowbray was delighted with the overall display of his side - coming as it did after last weekend's 3-1 defeat at Stoke.
He added: "I think we got our just rewards. We created enough chances to have scored a few goals.
"In the first half, after they had started well, I thought we got a grip on the game and it was just a case of keeping things going in the second half. We did and the goals started to come.
"We were playing a good team in City. Their points total is very good and we had no divine right to beat them.
"But if you keep doing the right things, the goals will come and they did.
"With a big expectant crowd it can be difficult to please but I am delighted the players stuck at it.
"They know they can give anyone a game at our stadium.
"It was great to see the ground full and hopefully that will continue if we keep picking up points.
"The extra impetus can drive the team on and we have to keep pushing on."
City gained an 84th minute consolation when Darren Byfield saw his 18 yard drive bounce over Dean Kiely.
But it was no comfort to City boss Gary Johnson, who said: "We do know that if you let teams like West Brom at you and lose your concentration and give the ball away then they will show their quality.
"They are a Premier League club in waiting. But we did not want to see that.
"Unfortunately we did see it because we had a 25-minute spell where we were poor and they were very, very good.
"That is what happens at this level against teams like West Brom.
"What we have to do is be disappointed but learn from it and make sure that we bounce back straight away.
"We have to defend a lot better as a team in certain periods of the game and we did in the first half.
"I thought we gave as good as we got. But that 25-minute spell just after half-time was super play by them and sometimes you have to give credit to the opposition. But we will learn from it.
"We had a chance at 1-0 but once they got their second the boys didn't quite seem to be at the races and that is what we have to learn from and make sure that we don't capitulate like we did for that period in the second half.
"There are a lot of things we need to work on and improve on and we will do that."
