The new manager says his squad are still suffering a hangover from the misery in Moscow and claims some of them are even scared of taking spot-kicks.
But the former Portugal coach, who twice knocked England out on penalties, is determined to change their attitude.
Scolari said: "They have been affected by what happened there but I will help lift their heads. For example, in Russia [last week] we lost a penalty shoot-out, just like they did in the final in May. There will be a time this season when we need to win one so I have to improve the players' minds to stop it happening again.
"How do you overcome things like that? You work every day to try to build the players' self belief. I need to change the mentality in the club where some players are afraid of penalties because they don't want to make a mistake. They must cope with the pressure."
Scolari, meanwhile, believes Chelsea are on course to become the greatest club in the world after being stunned by the support they received on their pre-season tour of Asia.
Chelsea chief executive Peter Kenyon has set his sights on making the club the biggest by 2014 and Scolari believes it could be achieved if they carry on winning silverware.
He said: "It was a big surprise to see how many fans the club have in Asia. It is fantastic.
"We need to win more competitions. If we do, the fans we have will duplicate and in 2014 we will have many, many more fans around the world."
